Job Over view

The microeconomic and Financial Management Institute of Eastern and Southern Africa (MEFMI) is a regionally owned institute with 13 member countries: Angola, Botswana, Kenya, Malawi, Mozambique, Namibia, Rwanda, Swaziland, Tanzania, Uganda, Zambia and Zimbabwe. 
The MEFMI secretariat is therefore seeking to recruit a Financial Sector Management Program Director to be based n Harare Zimbabwe.

The incumbent will report to the Executive Director and will work in close consultation with senior officials of central Banks, Ministries of finance and Economics Planning and other relevant department in MEFMI member states. 
The job also requires strong networking with key technical cooperation partners.
He/she will be responsible for managing and supervising all aspects of the financial sector Management program and contributing to the enhancement of capacity building initiatives in the financial sector in MEFMI member states.

Key Performance Areas:
Provide strategic direction to capacity building activities in the Financial sector management programs
Carry out implementation missions for client institutions and provide advisory services to member states on capacity building for the financial sector
Identify technical and financial resources for undertaking capacity building activities 
Supervise the preparation and implementation of the program’s annual work plan and budget   
Ability to help clients develop frame works, guidelines, operational manuals and the associated institutional arrangement
Conduct needs assessment surveys
Plan, design and conduct regional and in the country capacity building activities
Manage the select ion and training of fellows Development programs
Backstop consultancies and carry out quality assurance of resource persons ‘ out puts and the selection of participants for the capacity building events
Network with technical cooperating partners , experts and relevant organizations on financial sector management  issues
Undertake other managerial responsibilities which include corporate strategic planning, membership of the management team, recruitment, training, supervision and management of programs staff.  
Academic and professional Qualification:
The applicant must possess at least a Master’s Degree in Economics, Finance, Banking or related areas from a recognized university
A PhD or Professional Qualification such as Chartered Financial Analyst (CFA), Certified Financial Consultant (CFC), etc. In a related area will be an added advantage.
Work Experience and Competencies:
At least ten (10) years hands-on experience as Director/Head of Department or an equivalent position in at least two of the following areas: Financial market operations, Foreign exchange and reserves management , payments, Clearing and settlement systems, and/or supervision and regulation of banks and non–bank financial institutions
A minimum of 5 years relevant professional experience in teaching , consulting and regulation of Banks and non-bank financial institutions
Hands –on experience in global fixed income investment with familiarity in strategic assets allocation and portfolio management of FX reserves 
Financial  markets analysis and research to identify investment opportunities and suitable instruction
Clear understanding of domestic market operation, including issuance and management of government debt securities, and ability to advise governments on issuing strategies to facilitate development of the local markets
Be up date with latest financial sector regulatory and supervisory developments or principles such as risk based supervision, Basel I, Basel II and Basel III
Familiarity with developments in the financial markets infrastructure –FMIs (payment systems), particularly oversight of both large value and retail payments systems
Hands-on experience in open market operation (OMO)
Proficiency in regional Financial Sector Management Reforms programs
Experience in an international or regional Organization will be an added advantage
Proven ability to manage and work with a multi disciplinary team in a multi-culture environment
