Job Description:

HOURS OF WORK:       40 hours per week

POSITION GRADE:       FSN-11 (Ugshs. 72,127,325 to 104,083,095
                                                                  p.a. inclusive of allowances).

USAID/Uganda is recruiting a qualified individual to fill the position of Program
Management Specialist, Malaria.

Basic Function of the Position:

Provides technical and professional leadership to plan, implement, monitor, and oversee mission supported malaria activities. The incumbent’s role includes planning, designing, organizing, directing, and coordinating development programs and monitoring and evaluation of activities implemented by Community Based Organizations, NGOs, UN agencies, and other partner organizations through grants, cooperative agreement and/or contracts.

Required Qualifications:

NOTE:

All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

Education:

A Master’s Degree in a public health-related field (including epidemiology and biostatics) or a medical degree.

Work Experience:

At least five years of progressively responsible professional experience in clinical medicine or public health including specific experience in the fields of communicable diseases and malaria.
Experience working in health service delivery is particularly desirable.
Work experience should include at least three years of planning, developing, implementing and managing public health programs in resource poor settings.

Language Requirement:

Must be fluent in the English language proficiency, speaking and writing.

Knowledge:

Knowledge of the national malaria control programs, malaria-related policies and guidelines, and of service delivery in the public and private sector in Uganda.
Understanding of donor engagement in supporting malaria programs and malaria supply chain system strengthening efforts; must understand dynamics of working in a multicultural environment and must have familiarity and strong interest in public health issues related to HIV/AIDS, malaria, tuberculosis, family planning, maternal and child health in Uganda.

Skills and Abilities:

Strong interpersonal, analytical, and communication skills.
Demonstrated ability to work well as a member of a high-performing team is necessary.
Ability to develop and maintain effective working-level and management-level contacts within service delivery activities of the government and NGOs;
Ability to work effectively with team and interagency environments;
Excellent computer skills including Word, Excel, database software, e-mail, and the internet; strong management skills, including financial management, administrative, and monitoring skills to track the performance of implementing partners and activities;
Ability to present information, analyses, and recommendations in clear written and oral formats; and the ability to travel within Uganda.
