Job Title: Monitoring, Evaluation, Research and Learning Manager
Employer: Restless Development
Duty Station: Jinja, Uganda

Annual Gross Salary:  Gross Annual Salary UGX 54,896,784. All salaries will be reviewed in April 2014.
Reports to: Senior Manager


Key Duties & Responsibilities:
1.      Oversight of all monitoring and reporting systems across the organization: (40%)
  • Oversee design of all project monitoring and reporting systems and tools in line with internal and external grant management requirements
  • Oversee development, support and maintenance of relevant programme databases
  • Support programme teams through coordination of data collection and analysis processes as required
  • Act as focal point for the Fundraising and Partnerships Manager to report to existing donors and to develop new proposals, including design of M&E frameworks
  • Compile and present monthly report to the Senior Leadership Team on progress against targets across all programmes
  • With support from the Senior Manager, lead the bi-annual reviews of Restless Development Uganda’s programmes and performance against the national strategy
  • Lead compilation of the internal National Programme Reports for submission to the International Head Office in the UK
2.     Personnel management and staff capacity-building in M&E: (20%)
  • Line and performance manage the Monitoring and Evaluation Unit, serving as a role model at all times
  • Ensure organisational policy is adhered to by the Monitoring and Evaluation Unit
  • Design and lead regular capacity-building initiatives across the organisation, ensuring that programme staff are able to use M&E systems to assess progress, identify challenges and opportunities, and take action
  • Provide M&E guidance and expertise to the Senior Leadership Team as required
  • Coordination of the organisation’s research and evaluation agenda: (20%)
  • Design and oversee data collection, analysis and report writing processes for internal reviews/evaluations of programme and organisational performance
  • Offer support programme teams to design and lead participatory research initiatives
  • Manage the organisation’s research partnerships, including identifying new opportunities that align with the national strategy and continue to position the organisation as the “go to” on youth-led research
  • Act as the focal point for coordination of all external evaluations, including managing consultants as appropriate
4.     Dissemination of evidence and learning to internal and external audiences: (15%)
  • Contribute to the monthly internal Programme Quality Group meetings with a focus on ensuring data collected through M&E systems and research initiatives is used to inform programme decisions and new programme design
  • Act as a the focal person for the International Head Office in the UK on the design, development and roll out of new M&E tools and approaches
  • Take lead in packaging and disseminating programme learning to external audiences to ensure accountability to partners and drive improved practice across the youth sector
  • Represent Restless Development Uganda to donors, partners and other stakeholders as required, including participation in relevant research networks and working groups

5.      Others: 5% Perform any other  duties as required, sometimes requiring working on weekends and holidays for which time off in lieu can be taken in consultation with the line manager

Qualifications, Skills and Experience:
  • The applicant should hold a Graduate degree in a relevant field of study
  • At least three years’ experience in the development sector
  • A minimum of three years’ experience in design of monitoring systems and tools
  • Prior experience of participatory research with young people
  • Experience in training and providing capacity-building support in M&E
  • Excellent data analysis skills, both quantitative and qualitative
  • Excellent report writing skills with experience preparing reports for donors and others
  • Excellent analytical and problem solving skills
  • Excellent financial management skills, including experience of managing and reporting on budgets
  • Excellent IT skills, including experience with packages such as EpiInfo and SPSS
  • Excellent interpersonal, written and verbal communication skills
  • Fluency in both written and spoken English
  • Previous work experience in Uganda
