Job Title: Service Delivery Manager
Reports to: Head Information Systems
Job Purpose:
To Manage UTL Business Support Systems, ensure efficient and effective delivery of VAS (Value Added Services), accurate charging and billing for services consumed

Applicants must have:
A University degree in Computer Science, Telecommunication Engineering and related fields management (server, operating systems, databases etc.)
At least 7 years’ experience in Information Systems within a telecommunications business setting.
In depth knowledge of charging and billing systems, both real time and offline. Retail (Prepaid and Postpaid) and wholesale (Interconnect and Roaming) Billing
Proven experience of financial accounting principles
Hands on with Operating Systems (Unix/Linux, Windows 2003/2008) to at least advanced user level
Hands on knowledge of RDBMS (MySQL, Oracle, MS SQL server) to DBA level
Working Knowledge of reporting tools.
Proven experience leading highly specialized technical teams
Duties and Responsibilities:
Budgeting for the Billing VAS & IN Unit (CAPEX and OPEX)
Contribute towards the development of the Information services strategy, ensuring that it is in line with the overall Company Strategy
Establishing written policies and guidelines for effective and efficient Service delivery
Participating in the establishment of companywide service delivery standards.
Ensure that the billing system VAS systems, IN and all interfacing platforms are operational within the agreed SLAs
Perform and oversee random data integrity checks on both the prepaid and postpaid base
Management of the provisioning and activation processes
Managing and monitoring the credit control schemes
Ensures the security of the systems & Subscriber data
Implement business continuity and disaster prevention and recovery plans on billing systems, applications and databases
Schedules and supervises preventive and corrective maintenance of the systems
Oversees the acceptance tests and commissioning of new installations, expansions or upgrades
Recommends plans and dimensioning for expansion of the nodes to cater for subscriber and/or traffic growth
Monitor the use of the systems and databases and make recommendations on ways to improve services provided
Analyze data from the prepaid billing systems to assure correctness and authenticity
Motivation of Key Staff to deliver high quality services
Oversees the daily operational activities of the Billing & IN team
Capacity and HR planning of the Billing VAS & IN section
Capacity planning of all Billing, VAS and IN platforms
To ensure the VAS Billing & IN team is motivated to deliver high quality services
Preparation of budgets and monitor all costs and expenses in the service delivery area
To manage staff performance management and plan for staff training
