About Us:
UN WOMEN in partnership with the Ministry of Gender, Labour and Social Development is recruiting A SENIOR NATIONAL CONSULTANT to coordinate the review of the Affirmative Action Strategy in Uganda. The concept of affirmative strategy has been entrenched in the Constitution of Uganda in 1995 which provides for gender balance and fair representation of marginalized groups. The Uganda Gender policy provides a framework for identification, implementation and coordination of activities designed to achieve gender equality. Consequently, the Ministry of Gender, Labour and Social Development (MGLSD) plans to undertake a study to establish the extent to which the affirmative action policy has achieved its desired objective.
Affirmative action is a temporary goal to enable bridge the gap in areas in which inequalities exist. Following the implementation of the affirmative action for over 20 years in Uganda, the Government intends to evaluate its effectiveness in promotion of gender equality in fields/ areas where it has been implemented. It is therefore in this regard that under the Joint Programme on Gender Equality funded by DFID the Ministry of Gender. Labour and Social Development is commissioning a study of the affirmative action strategy
Job Summary: The review will be undertaken with specific emphasis on women as a focus group. In addition the review will focus on the following key sectors, social development, education, trade and industry, agriculture, water, justice law and order, local governments, uniformed services, political governance. Furthermore. Consultative meetings will be conducted with key stakeholders including Government Officials, Parliament, Local Governments, academia and civil society.
Under the direct Supervision of Principal Women and Development Officer, with an Overall objective to review the progress of promoting gender equality in Uganda through affirmation action measures, the Specific objectives for this consultancy are to,
Determine the extent to which affirmative action approaches and strategic interventions have been implemented
Identify areas in which affirmative action strategies for empowerment of women will need to be deepened, up scaled or dropped.
Make recommendations for improving the effectiveness of affirmative action approaches in promoting gender equality in Uganda.
Key Deliverables:
Inception report that detail how the review of affirmative action will be undertaken
A Draft report on review of the affirmative action policy in promoting gender equality and women empowerment in Uganda.
Validation workshops and report
A final report on review of the affirmative action policy in promoting gender equality and women empowerment in Uganda.
Requirements
Qualifications, Skills & Experience:
A Masters Degree in Development Studies or equivalent (Gender and Women Studies an added advantage)
At least ten (10) years of experience in research and analytical work in the field of gender and development
Demonstrated knowledge of programming issues within the field of Gender and Women Empowerment.
Knowledge of the Ugandan Affirmative Action Policies
Demonstrated ability to analyze and synthesize vast amount of information
Strong reporting skills both written and verbal
Tracked experience in coordinating team work
Excellent analytical facilitation skills
