Salary:                US$45,000-55,000. This is an accompanied position and a full expat package will be available.

Job Summary: The Programme Support Manager Strategy and Learning will be responsible for a small departmental budget at the Country Office, He/she will also oversee programme strategy development and programme design.  He/she is responsible for knowledge management and organisational learning plus national policy and advocacy programmes.

Key Duties & Responsibilities:
Accountable for Interim and annual performance evaluations for the team
Developing a well-managed and high performing Program team
Management of child cantered Country Strategic Plan and country programs
Ensure effective technical team in providing support in planning, implementation, proposal development, monitoring and evaluation
Provide direction in program integration while ensuring alignment with child rights programming
Lead in implementation of standards of accountability, effectiveness and efficiency in Plan Uganda programs
Ensure quality program documentation processes
Responsible for action research, documentation and dissemination
Take responsibility as part of the CMT for risk management process in-country
Participate in CMT and the Extended Country Management Team (ECMT) decision making
Participate in Region of Eastern and Southern Africa (RESA) networks.
Manage and support in country program networks for learning and improvement.
Document and disseminate best practices from within Plan and from other organisations to promote quality and learning
Ensure effective partnerships alliances for delivery of the CSP
Dealing with Problems:
The position involves resolving a wide range of challenges which occur in large operational programs. The manager will demonstrate the ability to solve problems, thinking strategically while introducing innovations as needed to meet the demands of a dynamic and sometimes unpredictable operating environment.                                                                                  
The manage will act a liaison between the Program Unit (PU) program portfolio to ensure the highest level of project quality and overall impact. This will encompass strengthening accountability, planning, management, adherence to policies and procedures, and promoting a culture for delivery of results, both short and long term.
Communications and Working Relationships:
Maximise overall programme impact through the optimised contributions of others including Programme Unit Managers, CMT members, and other Plan Uganda staff.
Effective working relationships within Plan global will be essential, including with National Offices, International Headquarters, Regional Offices, and other Country Offices.
He/she will be required to initiate, develop and maintain a range of working relationships, including with government counterparts, donors, implementing partners and other development organisations.


Requirements
Qualifications, Skills & Experience:

Demonstrated knowledge as a result of study, training or practical experience in development or a programme related field
Proven progressive experience as a development professional in planning, monitoring and evaluating programs and managing technical support
Evidenced strategic  thinker
Right Based programming and advocacy experience
Proven action research, documentation and communication experience
Leadership facilitation and networking experience
Knowledge of the Southern and Eastern African contextual issues and experience of working outside Uganda would be advantageous
Skills
Excellent management, administrative and communication skills
Skills in facilitation, training and negotiation
Excellent grasp of research and programming concepts
Strong planning and organisational skills with good grasp of programming concepts
Strong interpersonal and public relation skills with good analytical and writing skills
Good networking and partnership management skills
