Consultancy Details:

The Job requires technical support to MoES and MGLSD regarding the activities of the Inter Sectoral Committee for Violence against Children in Schools (VACiS).



Job Summary:

The Consultant will seek support from both MoES and MGLSD through the Child Protection Specialist and the Basic Education Specialist in UNICEF’s Safe/Child Protection and Learning Sections to develop Strategic Plan on VACiS as well as National Action Plan (NAP) on VACiS which will be part of the Strategic Plan working closely with the members of the Inter-Sectoral Committee on VACiS

Key Duties and Responsibilities:
·         Produce desk review report on existing policy, initiatives, activities, actors and studies related to VACiS including best practices and critical unmet gaps for prevention of and response to VACiS;
·         Prepare road map for developing strategic plan and national action plan on VACis with clear time frame, role and responsibilities of different stakeholders mandated of the sectors and ministries with specific outputs at each level;
·         Develop terms of reference and work-plan of ISC on VACiS;
·         Organize various stakeholder meetings and produce minutes of all consultative and taskforce meetings;
·         Prepare draft Strategic Plan on VACiS incorporating all the feedback at national level.
·         Produce summery report of the review exercise including the recommendation on how to make the Reporting, Tracking, Referral and Response (RTRR) guidelines more practical.
·         Develop and pretest the monitoring and evaluation plan, develop logical framework; Formulate the budget;
·         Prepare consolidated report of the work done by the Inter Sectoral Committee (ISC) and VACiS and prepare planning for the next year.

Requirements
Qualifications, Skills and Experience:
·         The job holder should hold and advanced degree in Education, Development Studies, Social Sciences, Public Health, Social Work or any related fields.
·         Proficiency in research, Strategic Planning, program development and management and Monitoring and Evaluation (M&E).
·         At minimum of ten (10) years of progressively responsible professional experience at the national level in managing and implementing programs for vulnerable children.
·         Good understanding of child vulnerability issues (e.g., VAC, Education, HIV/AIDS, child protection and M&E Systems).
·         Demonstrated experience of similar work (developing national plans and M&E plans).
·         Ability to engage and work with children.
·         Interpersonal skills and ability to work with multi-disciplinary and multicultural team of experts Proficiency in word processing, spreadsheets and presentation software.
·         Ability to undertake multi task and meet deadlines.
·         Ability to organize, implement and support consultative meetings at various levels.
·         Fluency in spoken and written English language a requirement.
