Job Details

Cardno Emerging Markets USA, Ltd is seeking to recruit a Grants & Subcontracts Manager. PUS includes three components: 1) expanded availability of health services by private service providers; 2) increased affordability of private health services and products; and 3) improved quality of private health sector facilities and services.




Job Summary:

The Grants & Subcontracts Manager will be charged with the administration of a large performance-based grants program with a cost sharing component under the PHS Program. The Grants & Subcontracts Manager will have overall accountability and oversight to ensure grant funds are used correctly and transparently.

Key Duties and Responsibilities:
Evaluation of quarterly grant disbursements and ensuring that critical issues are identified in a timely manner to avoid recurrence.
The Grants & Subcontracts Manager will do analysis of quarterly and annual grants performance data and take appropriate mea-sures for improved grantee performance.
The job holder will also be responsible for reviewing any validation reports as well as grants deliverables, and will work closely with both the Monitoring & Evaluation (M&E) team and the PHS Finance Management Specialist
The Grants & Subcontracts Manager will also supervise the development and execution of any local subcontracts under the PUS program. He/she is expected to manage one direct report.

Qualifications, Skills and Experience:
The job holder should possess a masters Level degree or equivalent (MBA, CPA, or related degree and / or relevant professional certification.
Seven or more years of experience in grants management
Past experience of international donor-funded grants programs, especially USAID-funded projects
Knowledge and familiarity with applicable FAR, AIDAR regulations concerning grants
Experience with performance-based financing mechanisms preferred
Experience with programming for Orphans and Vulnerable Children is advantageous
Excellent organizational, analytical, and supervisory skills
