Job Title: Compliance Engineer - Generation

Job Summary:
The Compliance Engineer – Generation will be responsible for:
1.Assist the Manager Technical Compliance and Monitoring in compliance supervision of licensed generation utilities
2.Provide relevant data for Grid Code committee reports and activities.
3.Enforce reliability standards through data collection, audits and investigations.
4.Participate in development of Codes of practice and standards.
5.Participate in Generation tariff and cost reviews.
6.Support Management in developing amendments to policy, legislation and regulations.
7.Contribute to the development of generation utility performance benchmarks for selected technologies
8.Maintain a liaison with the utility technical team on plant performance, availability and optimization matters
9.Support the investment team on data pertaining to generation segment performance and maintenance.
Key Duties and Responsibilities:
•Conduct appraisals required for reliability parameters, establishing level of non-compliance against established bench marks, providing input for determining penalties, verifies mitigation plans, and participates in dispute resolution and preparing reports and findings.
•Gather information through spot checks and self-certifications.
•Develop and update the compliance monitoring program with other staff in the compliance unit, ensuring that the selected reliability requirements are valid and measurable and that the process is fair and can be administered consistently.
•Periodically communicate compliance monitoring program requirements to licensed generation companies
•Report and advise on appropriateness of ERA performance codes & standards for impact on the compliance monitoring and evaluation program.
•Process collected data as necessary for compliance monitoring and evaluation, performing statistical or other analysis as needed.
•Produce reports and presentations on activities, findings and needs of the compliance program.
•Provide liaison with the investment team on performance results and progress of investment and maintenance programmes.
Key Performance Indicators:
•Analytically review license conditions of generator companies and the Uganda Grid Code and checking for compliance areas.
•Monitor progress of implementation of mitigation measures for non-compliance.
•Development and application of an effective Compliance monitoring and evaluation framework.
Qualifications, Skills & Experience:
•The applicant must hold an honors degree in Electrical Engineering from a recognized university. Any postgraduate training in a relevant engineering or management field is added advantage.
•A minimum of two years of relevant working experience.
•Basic Knowledge of the Uganda Electricity sector, Practical/Working Engineering exposure
•Proficiency with Microsoft Office Applications, Engineering project and network software
•Good Interpersonal relations and polished communication skills.
