Job Title: Strategic Action Plan to Implement the Electronic Single Window in Uganda

Background

The Commonwealth Secretariat has been approached by the Government of Uganda through the Ministry of Trade, Industry and Cooperatives for technical assistance to develop a framework to establish an Electronic Single Window (ESW) for trade facilitation. The Ministry of Trade, Industry and Cooperatives is the main national focal point for trade facilitation in Uganda.

Uganda is a landlocked country whose development depends on transit solutions in neighbouring countries in order to access gateways to international markets.

According to data collected by Doing Business, exporting a standard container of goods requires seven documents, takes 37 days and costs $2880. Importing the same container of goods requires nine documents, takes 34 days and costs $3015. Globally, Uganda stands at 158 in the ranking of 183 economies on ease of trading across borders.

Key trade facilitation issues of concern include both at-the-border and behind-the-border processes. At-the-border measures include customs and trade documents, customs clearance procedures, border control and release of goods. Behind-the-border measures include product standards and conformity assessment measures, e-commerce, trade finance and transport and marketing logistics services.

This intervention will focus on addressing issues relating to the implementation of an electronic single window in support of establishing appropriate mechanisms to enable Uganda to participate effectively in the global trading system. As a result of this intervention, Uganda will be able to establish an efficient environment for the exchange and processing of trade-related documentation, and subsequently reduce time and cost for clearing and moving consignments by simplifying many of the steps involved in international trade systems.

Purpose of the project

The overall purpose of this project is to enhance the trade competitiveness of Uganda through improvements to its trade logistics systems and processes.

The main objective of the project is to develop a framework on establishing an Electronic Single Window for trade facilitation in Uganda. This will be done by assessing current procedures and information systems for international trade and developing an effective plan to implement electronic single window in Uganda. The intended output of the project will be in the form of an action plan, which will include recommendations for short, medium and long term strategies. These recommendations will aim to support Uganda in its efforts to implement electronic single window system to facilitate trade.

Scope of work

The consultant(s) will work closely with the Project Manager from the Special Advisory Services Division of the Commonwealth Secretariat and, using internationally acknowledged methodology, will perform the following tasks:

Mapping of trade related procedures- review and analyze current documentation, processing and clearance process Identification of ICT strategies necessary to establish an ESW Assessment of the e-readiness for establishing ESW Identification of legal and regulatory functions necessary to operate an ESW Recommendations on short, medium and long term strategies that should be put in place to establish an electronic single window for trade facilitation Conduct two stakeholder consultation workshops Preparation of detailed action plan, budget and strategy for implementation of a single window system Identification of key reforms necessary to implement an ESW
Output

Framework to establish an Electronic Single Window for trade facilitation in Uganda Short, medium and long term strategies required to establish an electronic single window for trade facilitation Action plan, budget and strategy for implementation of a single window system
Expected project outcomes

Improved service levels from Government trade related agencies in the trade logistics supply chain Introduction of simplified and harmonized customs procedures Development of a successful business model to implement Single Electronic Window Reduction in bureaucracy and business facilitation delays
Key performance indicators

* All project deliverables produced within budget and schedules * Interim Outputs and final reports accepted by the Commonwealth Secretariat and the Ministry of Trade, Industry and Cooperatives and the other key stakeholders
Duration and project budget

The duration of this consultancy is expected to be 16 person weeks. The proposed project budget is an all-inclusive fee of £44,400.00 (includes fees, subsistence allowance, air travel expenses, applicable taxes including VAT, incidentals and any other project related costs).

Required expertise

Proven international expertise and minimum of 5 years’ experience in Trade Facilitation, Logistics and Customs 5 years proven international experience of conducting projects of similar nature Post graduate qualifications in transport economics, economics systems design and analysis, public policy, international business and law are desirable Excellent communication skills are essential, as is the ability to interface effectively at all levels

We are looking for online volunteers to teach our staff International Sign Language. We're seeking to learn skills that will enable us to teach primary-level school children, so volunteers should have a knowledge of primary level education topics. Volunteers must be able to commit to teaching for at least twice a week for eight months. Teaching will be done online through Skype Video. Each volunteer will be matched with one staff member.

We want a well-structured learning experience, so volunteers must be able to teach a sign-language curriculum with clear learning objectives so that both volunteers and staff can measure progress. (Volunteers can use an existing curriculum; they don't have to design one from scratch). Volunteers and staff members will collaborate through emails and Skype to come up with a list of skills that will meet the staff member's needs.

Our 5-year Strategic Plan calls on us to extend our services to deaf children. However, our staff do not know sign language. So we want to begin building the capacity of our staff in sign language so we can reach out to deaf children in the community.

Position/Responsibilities:

The primary responsibility will be to coordinate the research project ‘trade-offs and synergies in climate change adaptation and mitigation in coffee and cocoa systems’ and conduct research on this topic.

Specific responsibilities:

stakeholders on important coffee/cocoa areas that need strong adaptation efforts.
Characterize existing diversity of coffee/cocoa production systems along climate and intensification gradients, in terms of production efficiency, climate change adaptation, and climate change mitigation.
Provide scientific backstopping to research support staff and two PhD students.
Identify productive coffee/cocoa systems by using biophysical response functions and models.
Develop a methodological framework for coffee/cocoa stakeholders to assess climate change adaptation and mitigation potential of various production technologies.
Develop a dissemination toolbox to help inform and train public and private-sector partners and farmers on best-bet climate change adaptation/mitigation options.
Engage with coffee/cocoa certification bodies and policy makers to highlight gaps and opportunities for improved climate change adaptation and mitigation.
Write scientific publications in peer reviewed journals.

Educational Qualifications:

The candidate must have a PhD in Agronomy or related field and ten years experience with increasing levels of responsibility.

Core Competencies:

Proven research expertise in smallholder coffee/cocoa cropping systems.
Knowledge of soil-plant relationships and crop physiology.
Demonstrated ability to write and publish scientific articles in ISI-Thomson indexed journals.
Demonstrated ability to supervise PhD students
Ability to work independently in a multidisciplinary and multi-cultural environment.
Management experience in multi-partner projects including CGIAR, advanced research institutes, NARS partners and private sector is considered a strong advantage.
Excellent spoken and written English – good knowledge of French is considered an advantage given the projects’ focus on cocoa production systems (and literature) in Francophone West Africa.

Lead field-level Monitoring and Evaluation activities, overseeing all phases of Monitoring and Evaluation Program

About the Job

    Village Enterprise is seeking a Fellow to lead its field-level Monitoring and Evaluation activities, design and manage innovative pilot projects as well as current Special Projects in a highly dynamic team.
    The M&E Fellow will also support East African Staff to implement and improve the organization’s core program, supervise interns and regional manager, and monitor program implementation.
    A minimum time commitment of one year is required. After 10 months, the operations team will conduct a performance review and assuming very good performance, future job opportunities within the organization beyond the one-year Fellowship will be explored.

Duties and Responsibilities

M & E Role:

    Manage and assess Village Enterprise Business Owner targeting (an ultra-poor targeting process)
    Design and lead special project evaluations, write reports for funders
    Oversee and increase the quality and efficiency of core and special project monitoring
    Manage relations with external evaluation partners for a planned impact evaluation
    Supervise the training of staff and enumerators on data collection/interviewing, data entry, analysis and other tasks as required
    Provide oversight for Microenterprise Development Plan data collection and analysis

Operations Role:

    Assist in the implementation, monitoring and expansion of the Village Enterprise core program
    Provide management oversight and leadership, in cooperation with the Senior Director of Programs and Operations, Country Directors and field staff in Kakamega-Kenya, Soroti and Hoima-Uganda
    Promote a strong work ethic among the Regional Manager and Business Mentors
    Train trainers, mentor other employees and build capacity in country offices
    Act as a liaison between the Field Operations Team and Development Team in the US

Qualifications/Job Requirements

Education

    Masters’ degree is required with concentrations in Development or Agricultural Economics, International Development, Public Policy, Statistics or other applied social research strongly preferred.
    Previous experience in both quantitative and qualitative evaluation preferred.
    Ability to design and implement research based on randomized control trials, regression discontinuity, propensity score matching and other methods preferred.

Working experience (2+ years)

    Experience in Management/leadership role is preferred
    Experience living/working/traveling in a developing country or emerging economy
    Experience in project design, business planning, product innovation or other entreneurial activities

Critical Thinking & Analysis Skills

    Must be a very strong critical thinker able to identify potential solutions to challenges in new environments
    Must be able to use Excel to analyze data, budgets and financial reports

Working independently and as part of a team

    Experience working effectively in a highly independent capacity-self managing, taking ownership of goals, developing work plans and self deadlines.
    Experience working as part of a diverse team and willingness to work via e-mail, Skype and other internet based communications.
    Strong writing and oral communication skills required, as this role will involve report writing and training at times

    Passion for innovative approaches to poverty reduction around the world, including but not limited to social entrepreneurship and business development in Africa

Willingness to commit to living in rural areas of East Africa

    This involves living in areas where there are few other foreigners/experts few stores and restaurants, limited access to electricity at times, unpaved roads that lead to bumpy /uncomfortable car rides during field work.
    We are seeking for a minimum commitment of 1 year and we expect all candidates to be willing to commit to this time period even if the going gets tough.
    All candidates must have the ability to be patient and adaptable in difficult work situations. There are many challenges to working in rural East Africa and patience is required to be effective in this environment. Must be able to adapt when required (which is often)

Language proficiency: Fluency in English required, Swahili is not required

Other skills experience desired

    Experience in curriculum development. This role will require curriculum development for Village Enterprise' Training Program
    Strong IT Skills preferred including database management, network setup & troubleshooting

Job Summary: The Intervention Coordinator will be responsible for leading the implementation of a facility- and community-based intervention in Kabale, Uganda designed to strengthen the provision and uptake of integrated family planning/HIV services, with an emphasis on fostering greater involvement of male partners.

The intervention will be implemented as part of the EGPAF-led STAR-SW program. The Intervention Coordinator will be supervised by the Foundation Director of Clinical Services and provide supervisory visits in conjunction with the regular STAR-SW program site visit schedule.

Duties and Responsibilities: In collaboration with Mbarara-based

EGPAF staff, coordinate and provide technical support for all aspects of study intervention implementation, including:

• Act as primary liaison between health facilities, the Kabale DHO offi ce, other NGO partners in Kabale District , Foundation Kabale Program Offi cer and Foundation Clinical Services Director

• Maintain communication and gather feedback from local partners, such as AIC and Marie Stopes, on the FP/PMTCT integration and male involvement intervention package developed by EGPAF and FHI.

• Secure and maintain buy-in from relevant stakeholders for study/ intervention.

• Provide technical and administrative support for implementation of facility- and community-based intervention activities as outlined in the intervention package (e.g., implementation of trainings for health care staff and community leaders/members; introducing “male-friendly” innovations in clinics; organizing community-based events, etc).

• Ensure implementation of intervention activities according to study timeline; report obstacles to implementation in a timely manner.

• Convene stakeholders to update them on study/intervention progress as needed.

• Provide supervisory visits to facilities and intervention communities to ensure intervention is implemented as intended and provide ongoing technical support to facility staff and community-level intervention partners.

• Document intervention implementation using the Intervention Tracking Tool and submit monthly updates to staff at EGPAF and FHI

• Collect cost data using forms developed by FHI and submit to key staff at FHI and EGPAF.

• Collaborate with the project Research Coordinator in organizing a local dissemination event upon study completion.

• Work closely with FHI study staff and Foundation technical staff to develop reports, review data and assure data quality.

• Support health facilities in maintaining consistent contraceptive commodities stocks

Key Duties & Responsibilities:
Contributes to the preparation of the Situation Analysis and its periodic update. Prepares nutrition programme inputs to the Country   Programme Document (CPD) and all related documents.
Formulates and develops nutrition programme goals, strategies, methodologies and approaches and implements based on result-based approach within Human Rights framework by broad participation and collaboration with internal and external partnership.

Requirements
 Qualifications, Skills & Experience:
Advanced university degree in nutrition and specialized training in public health, covering clinical, biochemical and public health aspects. A background in Economics and Social Development advantageous.
Eight years of relevant work experience at the national and international levels in programme planning, management, monitoring, and evaluation, in the field of 'Keeping Children Alive'.
Experience/familiarity in emergency programmes management experience is an advantage.
Fluency in English is required. Knowledge of another UN language.
A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
