Job Title: Project Administrative and Finance Officer
Uganda Tourism Board is, with support from UNDP implementing a project, Support for Development of Inclusive Markets in Tourism. The project is supporting the Government of Uganda in developing markets that focus on participation of the poor and local communities in the tourism sector as entrepreneurs, employees and consumers. The Project requires the services of a Project Finance and Administration Officer to provide all necessary administrative and financial management support to the project according to the project document and project procedures. S/He will be responsible for ensuring effective project administration, management and accountability for the financial and other resources provided in support of the project. In the execution of his/her duties, the Project Finance & Administration Officer will report to the Project Manager. Specific responsibilities:
Job Title: Project Administrative and Finance Officer (1 Position) Reports to: Project Manager
Some specific tasks of the Project Finance and Administration Officer include:
Financial Management, Monitoring and reporting
Assist in the financial management tasks under the responsibility of the Project Manager;
Undertake day to day financial management of the project, including managing petty cash vouchers and preparing direct payment requests and maintaining proper supporting documentation.
Record and accounts for daily transactions, ensuring accuracy and completeness of required files and supporting documentation serving as evidence of transactions.
Prepare and maintain project financial records reports including project office ledgers in accordance with UNDP project financial rules and procedures;
Process and review all requests for funds from the responsible party and any other partners, and ensure proper accountability of all funds disbursed by Uganda Tourism Board to the project partners.
Provision of administrative services
Act as a focal point for maintaining, in line with UNDP and GoU rules and regulations, the equipment register, supplies inventory and any other inventory and data base for the project.
Work closely with the UTB procurement unit to undertake preparatory work for procurement of project equipments in accordance with the GoU PPDA rules and regulations;
Undertake the preparation work to support projects events, including workshops, meetings, trainings and any other event;
Assist the Project Manager in the preparation of annual and quarterly work plans, annual and quarterly progress forms, and requests for funds from UNDP;
Establish document control procedures and maintain project files;
Any other duties assigned by the Project Manager.
Requirement:
Bachelors degree in Accounting, Finance, Commerce (Accounting Option); Business Administration (Finance Option) or related field from university;
ACCA, CPA or CIMA qualified is an added advantage; Experience and Skills:
At least three (03) years working experience in a busy environment. Project financial management experience is an added advantage;
Knowledge and experience in the use of computer accounting packages;
Basic understanding of the tourism industry and experience in donor funded project processes and procedures will be an added advantage;
Excellent interpersonal and organizational skills.
