Job Title: Project Administrative and Finance Officer

Uganda Tourism Board is, with support from UNDP implementing a project, Support for Development of Inclusive Markets in Tourism. The project is supporting the Government of Uganda in developing markets that focus on participation of the poor and local communities in the tourism sector as entrepreneurs, employees and consumers. The Project requires the services of a Project Finance and Administration Officer to provide all necessary administrative and financial management support to the project according to the project document and project procedures. S/He will be responsible for ensuring effective project administration, management and accountability for the financial and other resources provided in support of the project. In the execution of his/her duties, the Project Finance & Administration Officer will report to the Project Manager. Specific responsibilities:

Job Title: Project Administrative and Finance Officer (1 Position) Reports to: Project Manager

Some specific tasks of the Project Finance and Administration Officer include:

    Financial Management, Monitoring and reporting
    Assist in the financial management tasks under the responsibility of the Project Manager;
    Undertake day to day financial management of the project, including managing petty cash vouchers and preparing direct payment requests and maintaining proper supporting documentation.
    Record and accounts for daily transactions, ensuring accuracy and completeness of required files and supporting documentation serving as evidence of transactions.
    Prepare and maintain project financial records reports including project office ledgers in accordance with UNDP project financial rules and procedures;
    Process and review all requests for funds from the responsible party and any other partners, and ensure proper accountability of all funds disbursed by Uganda Tourism Board to the project partners.
    Provision of administrative services
    Act as a focal point for maintaining, in line with UNDP and GoU rules and regulations, the equipment register, supplies inventory and any other inventory and data base for the project.
    Work closely with the UTB procurement unit to undertake preparatory work for procurement of project equipments in accordance with the GoU PPDA rules and regulations;
    Undertake the preparation work to support projects events, including workshops, meetings, trainings and any other event;
    Assist the Project Manager in the preparation of annual and quarterly work plans, annual and quarterly progress forms, and requests for funds from UNDP;
    Establish document control procedures and maintain project files;
    Any other duties assigned by the Project Manager.

Requirement:

    Bachelors degree in Accounting, Finance, Commerce (Accounting Option); Business Administration (Finance Option) or related field from university;
    ACCA, CPA or CIMA qualified is an added advantage; Experience and Skills:
    At least three (03) years working experience in a busy environment. Project financial management experience is an added advantage;
    Knowledge and experience in the use of computer accounting packages;
    Basic understanding of the tourism industry and experience in donor funded project processes and procedures will be an added advantage;
    Excellent interpersonal and organizational skills.

Job Purpose:

The Child Rights Governance Advisor plays a key role in the direction and coordination of the CRG programming section. Requirement:

    Minimum of 8 years progressive experience in programme implementation with at least 3 years at management level in an International NGO.
    Thorough understanding of approaches to Child Participation. Child Rights Programming, Partnership Management, Programme Integration, Monitoring and Evaluation.
    Demonstrated financial planning and budget management and skills are a MUST.
    Demonstrated proposal writing and development and analytical skills are a MUST.
    Demonstrated knowledge of international and local frameworks relating to their thematic area.
    Highly developed cultural awareness and ability to work well in an international environment.

Job Title: PRINCIPAL CIVIL ENGINEER

Uganda Railways Corporation (URC) is a body corporate established under an Act of Parliament to construct, operate and maintain railway, marine and road services both inside and outside Uganda for the carriage of passengers and goods. Starting in November 2006, the operations of URC were privatised by way of a 25-year concession to M/S Rift Valley Railways Uganda Ltd (RVRU). As a result, the mandate of URC changed from that of an operator to that of asset holder, concession monitor and advisor on railway technical matters.
URC wishes to recruit suitably qualified and experienced professionals to fill the existing vacancies of Chief Concession Officer. This is a challenging opportunity requiring an individual who is able to demonstrate a high level of professionalism

Job Purpose
Reporting to the Chief Civil Engineer, the Principal Civil Engineer will be a key member of the Civil Engineering Department that is responsible for the infrastructure aspects of the Corporation’s current mandate. The Corporation’s infrastructure comprises railway tracks, bridges, culverts, level crossings, ports, buildings, container hard standings, etc.
Job Specifications
The duties and responsibilities of the position are:
Inspection of infrastructure construction, rehabilitation, repair or maintenance work performed by the railway concessionaire (RVR) to establish its compliance with the laid down standards and/or approved investment plans;
Inspection of infrastructure to assess its condition and to determine its rehabilitation, repair and/or maintenance requirements;
Preparation of technical documentation (drawings, specifications, bills of quantities) and cost estimates for required construction, rehabilitation, repair and/or maintenance works;
Preparation of terms of reference and cost ‘estimates for civil engineering consultancy services;
Provision of the civil engineering support to the Procurement and Disposal Unit including conducting pre-bid site inspections, answering pre-bid queries, evaluations of bids and negotiation of contracts;
Supervision and/or management of civil engineering contracts including certification of payments, and reviewing consultancy deliverables (reports);
Training of trainee civil engineers;
Any other departmental work assigned by the Chief Civil Engineer.
Requirement:
Possess a Bachelor's degree in Civil Engineering or its equivalent from a recognised institution.
A relevant Master's degree from a recognised institution, membership of the Uganda Institution of Professional Engineers (UIPE) and registration with the Uganda Engineers' Registration Board (ERB) will be added advantages.
Have work experience of at least ten (10) years as a civil engineer with a busy civil engineering contractor and/or a busy civil engineering consulting firm and/or a public- sector organisation involved substantially in the design, construction, rehabilitation, repair or maintenance of civil engineering facilities.
Be computer literate to a high degree with excellent knowledge of Microsoft OFFICE and Autodesk,  AUTOCAD.
Have good working knowledge of the Uganda Public Procurement and Disposal of Public Assets (PPDA) law and regulations.
Basic knowledge of the procurement rules and procedures of at least one of the major multi­lateral funding agencies (World Bank, European Development Fund, African Development Bank, etc) will be an added advantage.
Have excellent writing skills.
Have the ability to work under extreme pressure in order to meet tight deadlines.
Be a Ugandan citizen.
Be not more than 35 years old.

Responsible for making Other Direct Operating Cost (ODOC) implementing partners on the basis of reconciled list of beneficiaries;
Tracking of work plans and periods of food deliveries/cash transfers of sub projects;
Participate in the quarterly desk audit of partners;
Support to the development of the Cash Transfer Modality under the Country Programme;
Requirement:
University degree, in economics, agriculture, international affairs, business administration, social sciences, development studies or a field relevant to international development assistance from a recognised institution;
At least six (6) years post graduate relevant working experience in development projects and/or emergency assistance gained from reputable organizations.
Previous management experience is necessary
Proficiency in both oral and written English is essential;
Knowledge of Project planning and management is desirable;
Good working knowledge and experience using MS Office applications is a must.

Key Duties & Responsibilities:
1. Development of advocacy approaches and work plans
Develop a coherent approach/strategy for advocacy activities at district and national levels while working with the country director, deputy and middle management team.
Develop an advocacy activities work plan to put into action the above agreed approach and revise it on a routine basis to maximize identified opportunities for influence
2. Coordination and implementation of advocacy activities
Ensure the coordination of all relevant stall to implement the activities planned, advocacy strategies and plans are included in all new proposals and improved coordination of the advocacy efforts of all projects / individuals.
Act as a liaison with the UK External Communications team in systematically developing and reviewing content for the Malaria Consortium website and project microsites, designed to support learning.
Assist project managers in including advocacy activities in their project implementations while developing key advocacy objectives, messages and work plans.
Support the translation of key lessons learnt and operational research findings into improved policy and practice by identifying key for a for dissemination more so in workshops and conferences.
3. Networking
Support the development and sustenance of effective relationships within the Ministry of Health Social Services Committee of parliament, local government, project partners, technical specialists and other persons of influence so as to advance advocacy aims.
Identify and coordinate work with existing and emerging networks for health advocacy in Uganda, and monitor now developments within the Ugandan health policy and funding environment.
4. External Communications
Act as the key media liaison and public relations person tor project activities and technical issues, liaising with Uganda technical team and UK-based Malaria Consortium International communications department as appropriate
Coordinate activities for live organisation within Uganda and ensure active participation in public events and celebrations such as World Malaria Day. Pneumonia Day. etc
Draft press releases and conduct media briefings around pertinent or Malaria Consortium led activities, and national events as well as prepare taiking points and/for speeches for Malaria Consortium representatives who will be addressing the media or high level delegations.
