Reporting directly to the Managing Director, the successful candidate will be responsible for:
Processing of all tasks in the area of accounting, preparation of financial statements, controlling, complex order processing, financial management, liquidity planning, customer and vendor management, Liaising with external and internal stakeholders. Timely and accurate statuary and management reporting. The accounts department currently consists of 4 employs who the new Head of Finance will direct.
The ideal candidate will have the following Minimum Qualification and Experience:
Completed business administration education or business training with additional qualification in the area of controlling and accounting. Comprehensive knowledge of local tax and statuary reporting requirements.
At least five years related experience
Good oral and written communication skills in English
Advanced computer application skills

Description of service Assess the relationship, risks and opportunities when linking WASH interventions in the areas of Kawempe, Ntoroko, Soroti, Rwambu ( and possible others) to the wetlands concerned. Identification of innovative solutions to issues identified and advising how these can be integrated in related project proposals, plans and monitoring during 2013. Provide ecological and hydrological knowledge on wetland management and advice on improvement of program development and proposal writing. Familiar with RAMSAR Information System, GIS, satellite imaging Background In Uganda, Wetlands International (WI) engages in the 2011-2015 DIGIS funded Dutch WASH Alliance (DWA) Programme (http://www.washalliance.nl). The program aims to empower people by building and strengthening an enabling environment for sustainable WASH1 solutions achieving increased sustainable access for women and marginalized groups in developing countries. The programme will be implemented along three strategic approaches: adopt an integrated WASH approach, consider all five FIETS sustainability principles (Financial, Institutional, Environmental, Technical and Social) and strengthen CSOs to cooperate and play facilitating role. Currently WI supports an Environmental (E) sustainability pilot project in Uganda, implemented by Ruwenzori based NGO JESE2 which focuses on the integration of wetland management, water harvesting and water, sanitation and hygiene (WASH) issues by taking a landscape approach within the Rwambu catchment in Rwenzori region (more info, see http://akvo.org/rsr/project/439). Environmental Sustainability (E within FIETS approach) For the Dutch WASH Alliance the element of environmental sustainability implies placing WASH interventions in the wider context of the (natural) environment and implementing an approach of integrated and sustainable management of water and waste(-water) flows and resources. Key actors of civil society, public and private sector are aware of the linkage between WASH and the natural environment and are capable of balancing environmental and development aspects and needs into their strategies and interventions. The WASH Alliance works towards ensuring integrity and functioning of the natural ecosystem in which WASH interventions take place and upon which local livelihoods (both rural and urban) depend. Uganda E sustainability context and WASH project development opportunities Particularly in Uganda, circumstances are favourable when it comes to integrating wetland ecosystem services approach into WASH projects. This as on the one hand there exists extensive wetland system knowledge and understanding and recognition of the role wetlands can play in f.e. water supply and purification (i.e. Nakivubo case). Uganda is one of the few countries in Africa who has specific wetland focused policy and legislation in place. On the other hand there are development players appreciating the environmental angle of looking for solutions to problems they want to fight. African Medical and Research Foundation (AMREF; http://www.amref.org/where-we-work/our-work-in-uganda) is a good example in this. Next to the ongoing pilot project, both AMREF and RAIN have identified project development opportunities in areas that have wetland related issues at its base that need to be taken into account for sustainable WASH intervention planning and implementation. Below a short outline of the involved areas are listed: KAWEMPE AMREF has received fund for an urban sanitation project in Kawempe area which is situated in a wetland area close to Kampala. AMREF recognises that in the absence of adequate sewerage systems in this area, the wetland needs to deal with waste and untreated wastewater which is posing both a threat to the conservation of this wetland area as well as for public health. AMREF Uganda might be open to explore with RAIN Foundation and WI on a content-focused contribution to this project especially how to work with the occurring landscape features in order to do (better) WASH planning. NTOROKO Local NGO JESE will work with RAIN Foundation and URWA in another area in Rwenzori region in Uganda. This is Ntoroko, an area having problems with water storage and flood water management. Both RAIN and JESE feel that they can use the expertise of WI for this location. No funds are available yet to finance a project in this area but RAIN supports the development of a feasibility study. SOROTI RAIN has explored with CordAid on collaboration; Soroti f.e. is a location where RAIN sees need for WI to engage in case RAIN and CordAid start linking 3R (water recharge, retention & reuse) concept with WASH. RWAMBU CATCHMENT E-PILOT The current Environmental Sustainability pilot project in Rwambu Catchment area needs monitoring and guidance from the wetland perspective (too). Currently RAIN is monitoring the project.

Key objectives of this role

Leadership/ Championing Investment in M&E:  Consistent with GOAL’s value for money ethos, the M&E advisor must effectively communicate the necessity and value-added from on-going and increased investment in the M&E amid a competitive funding environment and competing organisational priorities.
Strategic Planning: Playing a central role in providing senior management with an evidence basis for strategic planning.
Human Resources: supporting the GOAL HR function to hire and retain a high quality of M&E personnel in field. Line management of M&E professionals in the field and HO.
Coordination:  acting as information cross roads in the organisation between programme technical team, head office senior management and M&E field staff, external consultants, GOAL finance team and academics. Including:
Leading discussions and resolution of M&E technical issues which span sectors technical team advisors, in order to support the integrated programme approach GOAL has adopted.
Updating senior management regularly on M&E and any organisational implications
Coordinating with internal audit regarding risks identified through M&E units

Specific tasks would include:
Review of all evaluation terms of reference from country programmes and in coordination with the head of Programme Quality, provide HQ technical feedback and approval

Establishing new and maintaining existing mechanisms to enable country programme technical recommendations to be tracked through to implementation
Coordinate multi country thematic/sector specific evaluations

Sharing internal best practices found through evaluations with other country programmes, senior management, technical team members and within the M&E team in GOAL.

Strategic Action Plan to Implement the Electronic Single Window in Uganda

Background

The Commonwealth Secretariat has been approached by the Government of Uganda through the Ministry of Trade, Industry and Cooperatives for technical assistance to develop a framework to establish an Electronic Single Window (ESW) for trade facilitation. The Ministry of Trade, Industry and Cooperatives is the main national focal point for trade facilitation in Uganda.

Uganda is a landlocked country whose development depends on transit solutions in neighbouring countries in order to access gateways to international markets.

According to data collected by Doing Business, exporting a standard container of goods requires seven documents, takes 37 days and costs $2880. Importing the same container of goods requires nine documents, takes 34 days and costs $3015. Globally, Uganda stands at 158 in the ranking of 183 economies on ease of trading across borders.

Key trade facilitation issues of concern include both at-the-border and behind-the-border processes. At-the-border measures include customs and trade documents, customs clearance procedures, border control and release of goods. Behind-the-border measures include product standards and conformity assessment measures, e-commerce, trade finance and transport and marketing logistics services.

This intervention will focus on addressing issues relating to the implementation of an electronic single window in support of establishing appropriate mechanisms to enable Uganda to participate effectively in the global trading system. As a result of this intervention, Uganda will be able to establish an efficient environment for the exchange and processing of trade-related documentation, and subsequently reduce time and cost for clearing and moving consignments by simplifying many of the steps involved in international trade systems.

Purpose of the project

The overall purpose of this project is to enhance the trade competitiveness of Uganda through improvements to its trade logistics systems and processes.

The main objective of the project is to develop a framework on establishing an Electronic Single Window for trade facilitation in Uganda. This will be done by assessing current procedures and information systems for international trade and developing an effective plan to implement electronic single window in Uganda. The intended output of the project will be in the form of an action plan, which will include recommendations for short, medium and long term strategies. These recommendations will aim to support Uganda in its efforts to implement electronic single window system to facilitate trade.

Scope of work

The consultant(s) will work closely with the Project Manager from the Special Advisory Services Division of the Commonwealth Secretariat and, using internationally acknowledged methodology, will perform the following tasks:

Mapping of trade related procedures- review and analyze current documentation, processing and clearance process
Identification of ICT strategies necessary to establish an ESW
Assessment of the e-readiness for establishing ESW
Identification of legal and regulatory functions necessary to operate an ESW
Recommendations on short, medium and long term strategies that should be put in place to establish an electronic single window for trade facilitation
Conduct two stakeholder consultation workshops
Preparation of detailed action plan, budget and strategy for implementation of a single window system
Identification of key reforms necessary to implement an ESW
Output

Framework to establish an Electronic Single Window for trade facilitation in Uganda
Short, medium and long term strategies required to establish an electronic single window for trade facilitation
Action plan, budget and strategy for implementation of a single window system
Expected project outcomes

Improved service levels from Government trade related agencies in the trade logistics supply chain

Required expertise

Proven international expertise and minimum of 5 years’ experience in Trade Facilitation, Logistics and Customs
5 years proven international experience of conducting projects of similar nature
Post graduate qualifications in transport economics, economics systems design and analysis, public policy, international business and law are desirable
Excellent communication skills are essential, as is the ability to interface effectively

The role holder will also effectively analyse and reconcile all outward payment instructions automatically printed and is responsible for ensuring that proper record keeping for outward SWIFT confirmations is in place and branches duly advised.

§  Escalate payments that have discrepancies in following the FTOS policy to the team leader- payments processing

§  Handle failed payments (Including EFTS, RTGS and TTS) received over Integrator and ensure that they are forward to the next processing team in a timely manner.

§  Capture work on the system (FCR) as required and in Sybrin acting in the capacity of branch maker or call over official as requested.

§  Ensure that the proper end of day reconciliations have been done i.e work received and work processed.

§  Sort all outward SWIFT messages automatically printed and ensure that there is a robust filing system in place for reference and provision of customer advices.

§  Act as back up for RTGS and SWIFT processing in case off shore team is unable to do the same.

§   When performing the RMU role in I & W, Monitor the RMU queue in Sybrin to ensure that there is timely flow of work, compile MI on errors and receipt of physical TTs and RTGS scanned from branches. Also carry out daily fraud checks on hard copies of payment instructions scanned through I & W to ensure that document scanned is the same as physical copy.

§  When acting in position of records management champion, maintain the sections data sheet for documents off and on site both in hard and soft copy. Ensure that proper filing is in place for documents on site and that access to records is restricted.
