As many as 80% of the Karamojong live below the poverty line where the generalised poverty level for Uganda is around 23%. In a region where over seventy percent (70%) of the population can neither read nor write, the education performance of pupils at all levels is the poorest in Uganda. The enrolment levels at primary level are below 50%, below 10% at secondary level and primary completion rates are running at about 10%.

About Project Goal: The overall objective of the project is to contribute towards the delivery of high quality, cost-effective education facilities in 21 primary schools in the 7 Karamoja districts. A full assessment of the needs of all 21 schools was undertaken by a team of engineers from the Construction Management Unit of the Ministry Of Education and Sports in March 2012 and the outcome of the assessment will inform the scope of works for this project.

Job Summary: The project will be headed by a Team Leader who will be fully responsible for the timely implementation of the project, coordination and financial performance. He will be the vocal point of GTZ IS in the Ministry of Education and Sports.

About GIZ:
As a federal enterprise, GIZ supports the German Government in achieving its objectives in the field of international cooperation for sustainable development.

The Embassy of Ireland has agreed with the Ministry of Education and Sports in Uganda to upgrade facilities in 21 primary schools in the 7 districts of Karamoja to support the objective of equitable access to basic education for Karamojong children. The Embassy of Ireland Uganda invited GIZ International Services to submit a proposal to support the upgrading of the facilities in the 21 schools.  The Karamoja region is a semi-arid area and is the least socially and economically developed region in Uganda. As many as 80% of the Karamojong live below the poverty line where the generalised poverty level for Uganda is around 23%. In a region where over seventy percent (70%) of the population can neither read nor write, the education performance of pupils at all levels is the poorest in Uganda. The enrolment levels at primary level are below 50%, below 10% at secondary level and primary completion rates are running at about 10%.

About Project Goal: The overall objective of the project is to contribute towards the delivery of high quality, cost-effective education facilities in 21 primary schools in the 7 Karamoja districts. A full assessment of the needs of all 21 schools was undertaken by a team of engineers from the Construction Management Unit of the Ministry Of Education and Sports in March 2012 and the outcome of the assessment will inform the scope of works for this project.

Key Duties & Responsibilities:
Management of financial transactions and requirements
Preparation of monthly reports (internal and External) and invoices to the Client
Preparation of Project accounts in accordance with GTZ IS rules and regulation
Office management, application of GIZ rules in all areas of administration (travel, human resources, documentation, etc.)
Oversee human resource management and ensure official regulations are followed including deduction of mandatory contributions to various state institutions and income tax.
Oversee administrative processes (travel requests and reimbursements, fleet management, communication between the sites, IT, set-up of meetings, air ticketing and hotel bookings, etc.)
Organization of insurances and other legal requirements for the operation of the project.


Requirements
 Qualifications, Skills & Experience:
University degree in business administration or equivalent
At least 10 years professional experience in finance and administration in donor funded projects
Profound knowledge of finance and administration processes of GIZ-IS and Irish Aid
At least 5 years working experience in Africa Sub Sahara
Excellent English communication skills

Job Summary: The Microfinance Data Analyst will have the assignment of leading activities of MFI performance monitoring.

Key Duties & Responsibilities:
Effectively manage MFI performance monitoring activities.
Prepare and analyze financial performance reports for individual institutions, peer groups and the microfinance sector (national and international levels)
Coordinating technical assistance and facilitating capacity building initiatives for institutions.
Provide technical support to the users of the PMT, a system used in the industry for performance reporting.
Promoting MFI performance monitoring and reporting.
Manage relationships with key stakeholders on performance monitoring.
Support further development of the performance monitoring system.


Requirements
 Qualifications, Skills & Experience:
The candidate must be familiar with technical aspects of financial sector operations with emphasis on microfinance.
University Degree in Finance, Business Administration, Microfinance, Economics or equivalent
At least three years experience as a financial analyst in microfinance or banking
Strong knowledge in MFI accounting, reporting and management
Strong written and verbal communication skills
Excellent analytical, communication and problem solving skills
Advanced knowledge in Word and excel - other programmes (databases, accounting programmes) are an added advantage.
Ability for frequent travels upcountry.
